I just read up on the tuition costs for UNLV's undergrad program and it's not that bad. If you are seeking an undergrad degree and your income is low, they do have grants that are not based on age. See the following link to their grant page.

It probably has a lot to do with the time that you apply, though. Secondly, it is not necessary to have a laptop only a suggestion. If you must have a computer and can't afford a laptop, a desktop is much more reasonable and often you can find some really good deals on them. I know Emachines and Dell (refurbished) have good prices.
Finally, keep in mind that you could go part-time. Based on my initial glance, it was something like $116 per credit hour. Start with a class or two at a time.
Stafford loans are NOT credit based and age has nothing to do with whether or not you qualify. I would suggest going ahead and filling out your FAFSA form (if you haven't already), adding a couple of schools on it, not just UNLV, and see what comes of it.
